Rabbi C. M. Isaac Hodakov, chief secretary to the Lubavitcher Rebbe, arrived to the United States together with the Previous Lubavitcher Rebbe in 1940.
Rabbi Hodakov spent most of the twenty-four hours of his day answering the many dilemmas that the Chabad emissaries experience. His advice became the backbone to all of Chabad activities.

Rabbi Hodakov would enter the Rebbe’s study once a day and discuss the many dilemmas the emissaries and educational institutions experienced, the Rebbe would then relay to him the solutions and Rabbi Hodakov would than relate them to the emissaries and discuss with them how to fulfill the directives of the Rebbe.
